So does this mean that when ptr is up we can possibly try out the monk class with all races besides Panda. Like with the class combos for the ptr for cata?

I don't think so, Monk might be MoP only like DK is WotLK only.

I don't think so...as far as I know the PTR will not allow you to access new zones or the Pandaren race or monk class. I may be wrong about the monk class, but I'm pretty sure the Pandarens and new areas are still going to be closed on the PTR.
