PTR Download too large?

So I'm currently downloading the current PTR (4.0.6.13449) and it looks like it's trying to download the entire game again. Total size is something like ~9GB. Is this unusual? As far as I knew, it'd just add a smaller file onto the existing game files to allow me to play. Anyone know if I've been downloading the wrong file for the last 1 and a half hours?

I have the same thing except i still have around 11GB to download... its annoying

Because for some reason I can't solve, they decided to do away with the efficient

"Copy your game install, then patch it up with the new data like it does on patch day" like they did with every PTR I did from 1.10 to 3.3.0

And instead opted for the

"Copy part of your game install, then download 8.7GB of stuff you already have + 100MB of new stuff" method.

They did away with it as it was causing problems with patching and was also corrupting Live in certain cases. It also meant they were missing some bugs simply because the file structure used in the PTR was exactly the same as Live.

The way they'v chosen now is to get you to install a Base PTR in a separate installation of wow then update that. This folder gets updated for each PTR that comes out so they prefer you to not ever wipe the PTR folder.

If you had a PTR from say 4.0.3 it would of just updated that to 4.0.6

Unfortunately the sticky that has the info about installing it is out of date - it recommends deleting the PTR folder and has some stuff referring to a wow test folder.

The sticky on the old EU PTR forums had this from a Blue :

The PTRs are using a new system wherein a permanent copy of the game client can be kept on your hard drive. As you connect to the Public Test Realm, the latest build of the PTR will be automatically downloaded to your computer. There's no more need to delete your WoWTest folder between PTRs or download new builds! It will all be handled from this one installation from now on.

What I find strange is that I downloaded data twice. I downloaded about 9 Gigs, got in, logged in, saw my character wasn't copied. I shut down the PTR client, go check character copy status page, says "complete". I start the client again and it decides it needs to download another 5 Gig.

I also had to turn off P2P downloads. It was monstrously slowing down my download speed. Turning it off made my download speed go from 200kb/sec to 2mb/sec.
