Can goblins skip their starting zone
and go straight to the troll area?

No, you can't even que for a BG at 10 untill you clear all of the goblin atarting quests.
You can be summoned by someone who is linked to you through RaF, or by a warlock, but i don't believe it is possible to leave the island apart from some sort of summoning.
No... and why would you want to anyway?
The Goblin starter area is so much better than the others, why would you want to leave?
Seriously one of your firsts quests is to pick up your friends in a hot rod and one of your last quests is to dog fight with Gnomish fighter planes.
Why would you want to skip all of that so you can gather raptor babies?

Why would you want to? The Goblin starting area was the most fun I've had leveling from 1-10 since I started playing this game 3 years ago.
Just because you loved the goblin starter area doesn't mean your opinion is shared by all. I hate that area.

I wonder if you did RAF and had your friend summon you to another zone?
