Justice Points for lvl 80 items
Can you still get the items the frost vendors are selling in 4.01, like with justice points? Or do I need to spend my frost now if I want to get 80 gear from the vendors?
Frost badges turn to justice points and all of the frost badge gear is bought with justice points.
But the justice point cap is 4k anything over that and your frost badges get converted to gold, so if you're planning on buying a lot of frost badge item gear should do it before the patch.

Frost vendor gear sells for justice points, so yes, you'll be able to farm up points in heroics to buy T10 gear :)
